no it usually does make sense - having steps instead of a flat floor makes sense in 2 ways -
if there are any drips the water doesnt clog, usually after the last step there would be a drain; so water dripping down the steps would get into the drain.

having steps also ensures that the room is not too small.

it is a very simple and very old style, specially used during pre-toilet paper days.
