Then for exactly the same logic, since:
a) A terrorist attack is an attack on civilians that lacks a military target.
b) The continuous raids (zachtiska) in Chechnya are also attacks on civilians that lack a military target.
c) Therefore the raids in Chechnya by Federal Forces are terrorist attacks.
